New Transparency in Coverage Requirements Aim to Improve Transparency and Data Usability

The Trump Administration has finalized updates to the Transparency in Coverage (TiC) rule intended to make health care pricing data more useful, accurate, and accessible. Key changes include:

  • Improved pricing data quality: Health plans and insurers will provide additional context about in-network negotiated rates and expanded out-of-network payment data.
  • Reduced file size and duplication: Plans will report in-network rates by provider network rather than producing separate files for each health plan, and will no longer include unlikely provider-service combinations.
  • Quarterly reporting instead of monthly: Plans will update in-network and out-of-network pricing files quarterly rather than monthly.
  • Enhanced consumer access: Plans must provide personalized cost-sharing information by phone, in addition to existing online price-comparison tools.
  • Greater accountability: Plans and insurers must attest to the completeness and accuracy of the pricing data they publish.

The reforms aim to help consumers compare costs, enable developers to build better transparency tools, and assist employers and researchers in analyzing health care markets and competition.
