NAIC Presses Congress, Treasury to Ensure States Can Regulate Plan Cost-Sharing

The National Association of Insurance Commissioners (NAIC) recently sent letters to the US Senate and the Department of Treasury requesting clarification on the current cost-sharing rules that apply to health savings accounts (HSAs) with high-deductible health plans (HDHPs).  Specifically, the NAIC asked the Treasury Department for clarification on regulations that prevent state copay accumulator ban laws from applying to individuals with HDHPs.
