Aimed Alliance Urges Federal Action to Protect ACA Cost-Sharing and Drug Coverage Protections

On July 28, Aimed Alliance sent a letter to the Centers for Consumer Information and Insurance Oversight (CCIIO) and the Department of Labor (DOL), urging the agencies to issue new rules clarifying two key issues rules related to cost-sharing and essential health benefits under the Affordable Care Act (ACA). First, the letter calls for a rule confirming that cost-sharing includes all payments made by or on behalf of a patient, to ensure these contributions count toward patients’ out-of-pocket maximums and prevent the harmful impacts of copay accumulator programs. Second, Aimed Alliance urges the application of the 2025 Essential Health Benefits (EHB) clarification to large group and self-insured plans, ensuring that all covered prescription drugs, including specialty and orphan drugs, are treated as EHBs regardless of plan labels.
