Aimed Alliance Counsel Discusses Cannabinoids, Opioids at Nurses Conference

On September 22, 2023, Michael C. Barnes, Counsel to Aimed Alliance, participated in a panel discussion on health policy at the 33rd Annual Conference of the American Society for Pain Management Nursing (ASPMN). Barnes joined ASPMN Past President Marsha Stanton, Ph.D., R.N.; and ASPMN Director of Government Affairs Wade Delk for the hour-long plenary session entitled, “Updating and Encouraging Participation in Federal and State Policy.”

Barnes described 2022 and 2023 federal legislative and regulatory developments as “the most significant drug policy changes to occur during my career.” The speakers and participants interactively discussed the following topics, among others: 

– The 2022 Medical Marijuana and CBD Research Expansion Act, intended to facilitate cannabinoid research and medication development; 
– Congress’s July 2023 Request for Information on how to regulate cannabidiol (CBD) consumer products and the need for evidence of safety; per-serving and per-package limits on cannabinoids; labeling of cannabinoid content; purity and consistency standards; and good manufacturing processes; 
– The potential federal down-scheduling of marijuana;
– Fentanyl and xylazine prevalence and harms; fentanyl test strips, and over-the-counter naloxone overdose-reversal medication; and
– The prescribing of buprenorphine for opioid use disorder or pain, proposed opioid treatment program rules, and the Drug Enforcement Administration’s recent “listening session” on the prescribing of controlled medications by telemedicine.

The ASPMN 33rd Annual Conference took place September 20-23, 2023, in Minneapolis, Minnesota.
