The Centers for Medicare & Medicaid Services (CMS) Health Insurance Exchanges 2026 Open Enrollment Report found that 1.2 million fewer consumers enrolled in coverage during the 2026 open enrollment period (OEP) compared with 2025, representing a 5 percent decline.
The report summarizes health plan selections made through the individual insurance Exchanges during the 2026 OEP. It includes data from 30 states using the HealthCare.gov eligibility and enrollment platform, as well as 20 states and the District of Columbia that operate State-Based Exchanges using their own enrollment systems. After several years of relatively moderate growth, average monthly premiums jumped, increasing from $619 to $741. Meanwhile, the average monthly premium after financial assistance, which had remained between $111 and $113 in recent years, climbed to $178. The report also indicates that enrollment increased in lower-tier, higher-deductible bronze plans, as consumers sought lower premiums due to rising plan costs.
