Oregon Senator Deb Patterson, Chair of the Senate Health Care Committee, has decided not to introduce a bill this session that would allow Oregon’s Prescription Drug Affordability Board (PDAB) to set upper payment limits (UPLs) for certain prescription drugs. Senator Patterson now plans to postpone any price-cap legislation until at least 2027.
When announcing her decision Senator Patterson cited a lack of consensus within the PDAB, which would be responsible for identifying high-cost medications and establishing UPLs. This decision follows the Board’s 2024 report, which found potential savings from price caps to be uncertain and raised concerns about unintended consequences.
Oregon is one of 11 states with a PDAB, but only a few— Colorado, Maryland, Minnesota, and Washington—have the authority to establish UPLs, and none have successfully done so. Learn more here.
