A recent study by the University of Southern California found that in 2023, Medicare Advantage plans may have been overpaid by nearly 6 percent, an estimated $27 billion. With Medicare Advantage enrollment increasing in recent years, this analysis highlights the urgent need for Congress to reassess Medicare Advantage reimbursement. Medicare Advantage reimbursement can be particularly complicated as the Centers for Medicare and Medicaid Services (CMS) does not set Medicare Advantage payments based on data from expenditures, but rather based on a variety of factors including county-level expenditures based on traditional Medicare data. Without reform, continued overpayments to Medicare Advantage plans will threaten the Medicare program’s longevity and cost billions in federal healthcare spending which may not even be improving health care outcomes for consumers.
