Governor Spanberger Vetoes PDAB Bills, Citing Cost and Ineffectiveness

On May 19, Governor Spanberger vetoed H.B.483/S.B.271, which would have established a Prescription Drug Affordability Board (PDAB) in Virginia. Aimed Alliance applauds Governor Spanberger’s decision and her recognition that more effective, patient-centered strategies exist to improve drug affordability and access. In explaining her decision, she noted that evidence from other states demonstrates that PDABs do not achieve these goals and can impose significant costs while yielding limited results.

Governor Spanberger had proposed amendments that would have taken a more measured and data-driven approach. These amendments would have directed the Advisory Panel to study a reference-based pricing model before significant implementation costs, increased pricing transparency to better identify drivers of out-of-pocket costs, and expanded the Attorney General’s authority to investigate and address anticompetitive conduct involving pharmaceutical manufacturers and insurers. However, the General Assembly declined to adopt these amendments. 

Aimed Alliance looks forward to seeing Governor Spanberger work with the Virginia General Assembly to advance targeted, evidence-based reforms that enhance transparency, strengthen oversight, and meaningfully reduce prescription drug costs for Virginians, and to supporting these efforts wherever possible. Read the veto statement.
