On March 18, 2026, Aimed Alliance submitted comments to the Health Care Availability & Accessibility Committee urging caution against Illinois House Bill 1443, which would establish a Health Care Availability and Access Board with authority to set upper payment limits (UPLs) on prescription drugs.
Aimed Alliance warned that UPLs may unintentionally restrict patient access, increase utilization management, disrupt continuity of care, and fail to reduce out‑of‑pocket costs. The letter urged lawmakers to instead prioritize alternative drug pricing reforms that address root causes of high drug costs, and, if the bill advances, to require a comprehensive impact study, mandate strong and ongoing patient engagement, include a patient representative on the Board, and ensure that any savings derived from UPLs are passed directly to consumers.
