New Report Provides Policy Recommendations to Next Administration on AI Regulation

On July 3, the MITRE, a non-profit company that provides technical expertise on a variety of technology subject matters, released policy recommendations on artificial intelligence (AI) for the incoming White House administration. According to the report, given the swift evolution of AI technology, the any new Administration must remain updated on the latest developments in AI, understand its potential impacts, and establish a thoughtful regulatory framework for AI assurance. The report outlines nine key recommendations:

  1. Bridge the Gap Between Policymakers and Agency Implementation: Enhance communication and collaboration between policymakers and agencies by refining or creating interagency committees to align policies with agency needs.
  2. Develop Sector-Specific Assurance Requirements and AI Assurance Plans: Implement a structured AI assurance process with risk management throughout the AI lifecycle and maintain an AI Assurance Plan for safety and performance.
  3. Support and Enhance the Operations of the AI Information Sharing and Analysis Center (AI-ISAC): Promote the sharing of AI assurance incidents via AI-ISAC and national databases to address AI-related threats and vulnerabilities.
  4. Understand Adversary Use of AI Advancements: Create an AI Science and Technology (AI S&TI) Intelligence apparatus to monitor and analyze adversarial AI tactics and assess national security risks.
  5. Establish System Auditability and Increase Transparency in AI Applications: Issue an executive order that mandates system auditability and transparency in AI through an executive order requiring disclosure of training data and foundational models.
  6. Promote Practices for AI Principles Alignment and Refine Regulatory and Legal Frameworks for AI Systems with Increasing Agency: Develop frameworks and refine regulations to address AI misuse and differentiate between legitimate research and harmful use.
  7. Strengthen Critical Infrastructure Plans and Promote Continuous Regulatory Analysis: Enhance critical infrastructure plans against AI threats and set up a task force for ongoing regulatory updates to ensure protection.
  8. Promote Flexibility and Adaptability in AI Governance: Develop flexible AI governance guidelines that allow agencies to adapt to their specific needs while maintaining minimum standards.
  9. Bring It All Together: Create a National AI Center of Excellence (NAICE) to coordinate AI priorities, integrate lessons from AI-ISAC and AI S&TI, and advance AI technologies through industry, government, and academic collaboration.
